In Virginia and South Carolina in 1790 nearly half of the population was of African descent. (Historians have traditionally assumed that South Carolina had a black majority population throughout its pre--Civil War history. In response to Ohio's "Black Laws" restricting African American freedom, blacks migrate north to establish free black colonies in Canada, which becomes an important refuge for fugitive slaves. That information is not merely spread around the increasingly literate country in pamphlets, tracts, in lectures, but equally, more and more people hear of it in Parliament.

[21] [22] The Slave Trade Act was passed by the British Parliament on 25 March 1807, making the slave trade illegal throughout the British Empire. [23] Britain used its influence to coerce other countries to agree to treaties to end their slave trade and allow the Royal Navy to seize their slave ships. [24] [25] In the 1820s, the abolitionist movement revived to campaign against the institution of slavery itself.
